WPLC Board Meeting Minutes: February 8, 2006

1. Reports from Partners
MWFLS has contracted with Lakeshores for shared automation services
and expects to go live the last quarter of 2006.
WVLS will have a new representative to WPLC beginning in 2006.
WCFLS reported that an article in the Wisconsin State Journal on digital
books had generated a lot of interest.
OWLS and Nicolet are going live with OverDrive on February 20.
NWLS is going live with OverDrive on February 21.
2. Budget/OverDrive Membership
Steve Platteter informed the Board that MWFLS is postponing participation
in the OverDrive project until 100% of its members can have access.
That situation will not exist until MWFLS is live with Lakeshores in
the ILS.
MWFLS will not be paying its portion of the OverDrive project for 2006,
which means that those costs need to be covered in some other way.
Currently, three MWFLS libraries, the BRIDGES consortium, are in
the project. In a survey of WPLC members, it was determined that
about
half of the WPLC members currently provide access for all of their
member libraries.
MWFLS libraries which are in WAVE could have access when Lakeshores
goes live with OverDrive. However, since MWFLS is not paying the fee
for access, Linda had informed Lakeshores that the MWFLS libraries
would need to be excluded, which Lakeshores did not want to do. Lakeshores
has indicated that it is willing to consider paying some fee to allow
the MWFLS libraries in WAVE to have access.
After much discussion, the Board agreed to allow MWFLS libraries that
are in WAVE to access the OverDrive collection through December 31,
2006 once WAVE goes live, providing that a minimum of 50% of the MWFLS
fee for the OverDrive contract is paid. The MWFLS share of the WPLC
OverDrive contract is $1956, and so, $978 is due to WPLC to include
the MWFLS libraries in WAVE in the OverDrive project. WPLC will pay
the remaining 50% of the MWFLS OverDrive fee for 2006. The OverDrive
collection development budget will be reduced by $1500, the MWFLS share,
for 2006. Beginning January 1, 2007, the full amount of the MWFLS OverDrive
fee, plus any other charges as set by the WPLC Board for 2007, must
be paid for any MWFLS library to continue to access the OverDrive collection.
The Board stressed that this is a one-time accommodation. Linda will
inform Lakeshores of the amount due.
3. OverDrive
Kathy reported that the Selection Committee has developed a formula
for adding multiple copies based on holds. The committee is distributing
the collection development budget of $40,000 over the four quarters
of the year. As of February 3rd, there are 644 unique titles and 908
items. The Selection Committee would like to add more non-fiction titles.
Dave Weinhold mentioned that he would prefer to see more new content
rather than additional copies after 10 copies.
The Board discussed using funds allocated for NetLibrary collection
development for OverDrive and decided to shift $10,000 from NetLibrary
to OverDrive. The Board will revisit this issue mid-year to determine
the use of the remaining NetLibrary budget. Partners reported that
use of the NetLibrary collection continues to increase, especially
as records are added to the catalog. Sandy Robbers reported that the
cost for IFLS to get Recorded Books digital audiobooks was $35,000,
which was too high.
MWFLS and SCLS are arranging for the Regional Library for the Blind
and Physically Handicapped to have access.
Kathy will compile statistics for the past six months which can be
posted to the WPLC web site.
4. NetLibrary
Kathy reported that a couple of libraries in the state have purchased
their own NetLibrary audiobooks, but this approach is not conducive
to shared collection development. To end users, though, all titles
appear as one collection. NetLibrary titles cannot be burned to CD.
The academic consortium is considering alternate providers, such as
Gale. Kathy wasn't sure if NetLibrary's multiple copies rule would
apply to one library system. She believes that it is likely that NetLibrary
would move to a subscription.
5. Project Proposals/New Projects
Phyllis suggested that WPLC decide where it is going with NetLibrary
before considering other projects. Kathy suggested that WPLC might
consider developing a request for proposals to be sent to content providers.
6. Next Meeting
The next meeting will be on Wednesday, May 10, 2006, 10:00 AM at the
SCLS office.
