WPLC Board Meeting Minutes: March 7, 2007
Location: South Central Library System

Present: Phyllis Davis (SCLS), Kristen Anderson (WRLS), David Weinhold (ESLS), Evan Bend (OWLS), Lin Swartz-Truesdell (KCLS), Mellanie Mercier (WCFLS), John Thompson (IFLS),  Steve Platteter (MWFLS), Sharyn Heili (WVLS), Steve Heser (MCFLS), Noreen Fish (LaCrosse PL) Linda Miller, Project Manager, Kathy Schneider (WiLS).

1. Reports from the WPLC Partners

SCLS is getting good use of OverDrive and is buying more NetLibrary titles.

SHARE, the shared automation system of Lakeshores and MWFLS is live. As a result, MWFLS libraries now have access to the OverDrive collection.

ESLS has purchased 58 NetLibrary titles.

WCFLS reported that OverDrive is going very well. However, a project to purchase MP3 players for the libraries did not go well, as the players did not work.

KCLS is preparing for migrating to a new ILS. The library promoted the public survey a lot, and the data collection is now completed.

2. Survey

Josh Morrill provided an update via e-mail and reported that 610 people were contacted, with 1 survey conducted in Hmong and 4 in Spanish.

When David attends the meeting of the WLA Foundation later in the month, he will ask the foundation for financial assistance to cover the cost of the survey.

Phyllis explained that WPLC members will not be charged an additional fee for the survey. With carryover from 2006, expected to be around $16,000 after subtracting funds received through the digital audiobook collection challenge, the 2007 WPLC budget is expected to cover the cost of the survey.

3. OverDrive

MWFLS is now live with OverDrive as a result of its partnership with Lakeshores in SHARE.

OverDrive has informed WPLC that information posted on library web sites regarding how to load files to iPods must be removed because the digital rights cannot be protected once that is done.

The Selection Committee has a goal of spending $10,000 per quarter from the regular WPLC budget. Challenge funds are in addition to those funds.

Downloadable videos are now available, and patrons have found them. Kathy distributed a list of the videos, which includes primarily titles for children and teens as well as how-to titles. The Selection Committee reviewed the entire video collection initially selected for WPLC by the committee. The committee asked OverDrive to take 58 titles back, and OverDrive credited WPLC with $843 for their return. A list of the deleted videos will be sent to the catalogers.

Steve Heser mentioned that the wiki should be updated with information on the video service. Phyllis asked that any library that has developed any information on the service for patrons share that with SCLS.

The Selection Committee prepared a Selection Policy developed by the Selection Committee. The policy was adopted by the Board. The policy will be posted on the WPLC wiki.

The catalogers met in December 2006. A list of their concerns regarding records was shared with Kathy.

Another training session with OverDrive is being scheduled.

In regards to NetLibrary, SCLS and LaCrosse PL will be purchasing new e-books. Libraries are free to remove any records from local catalogs for items they wish to weed, but the title will continue to be available in the WPLC collection. Kathy reported that some publishers may be open to working with NetLibrary in new ways.

4. LSTA Grant Project

Linda reported on her work with the Regional Library staff in implementing the activities in the project. The library staff will be trained in the OverDrive service and begin selecting materials as part of the WPLC OverDrive Selection Committee.

5. Project Proposals/New Projects

Stef Morrill was unable to attend the meeting, and so a report will be provided later on the new reader which SCLS is testing.

The Board discussed whether the OverDrive project should be continued as a project of WPLC. Dave Weinhold stated that the focus of the project could be maintained better if the project is managed within WPLC. Since no new projects have been proposed to take the place of the OverDrive project, there was no reason to change the status of the project. The WPLC model works well, and WPLC is another tool to develop and manage statewide resources. Steve Platteter stated that the WPLC OverDrive operation is already in place and shifting the project outside of WPLC would require time to make the change and implement the service. Phyllis Davis stated that the current model works well but that the Board does need to consider how to get continuing funding for the content.

6. Next Meeting

The next meeting will be on Wednesday, June 6, 2007, 10:00 AM at the SCLS office.
